Path 1: Score. Among proposals with positive score by the participating players that match the level, it picks the one with the highest score.
The score for each proposals starts with 100, with the bid being added, 23 points subtracted for each use, and 2x points subtracted if the proposer's proposals were picked x times in the last 8 PrimeLevel tournaments.
Path 2: Weighted Random. If no proposal can be picked according to path 1, it makes a weighted random draw. First, it only considers used proposals that match the level. If there are less than 8 such proposals, all proposals are considered instead.
The weight for each proposal starts with 500. The weight is divided by 4 if level is "all". The weight is divided by x + 1 if the proposal has been used x times. The weight is increased by a percentage equal to the bid.
Path 1 usually has priority. Path 2 will be chosen if no proposal can be picked according to path 1, or with a 10% chance.
Note that the proposal selection method might change in the future. In particular I would like to give an option to players to dislike certain proposals.
